Opera allows you to view its installed plug-ins on one of its hidden opera: pages. Because every add-on has a Class ID (CLSID), you can use it to enable and disable specific add-ons, using Group Policy and Administrative Templates. In IE8 Beta 2, the 'Manage Add-Ons' bit has been completely reworked and I no longer see an option to delete the control.
